Are palm, soy and canola biodiesel on a par with tar sands for GHGs?

In Belgium, EurActiv is reporting that leaked documents from the European Commission show that GHG emissions for biodiesels from palm oil, canola and soy are higher than fossil fuels and on a par with Canadian tar sands when emissions from ILUC are included. The anticipated ILUC factors that will likely be proposed give a factor of 105g for palm oil but 36g and 34g respectively for sugarcane and sugarbeet. The factor for corn is seen at 43g.
