Morgan Stanley says repealing RFS2 won’t limit ethanol demand

In Washington, Morgan Stanley expects that potential policy changes to the RFS2 due to the drought in the Midwest is unlikely to materially alter demand for ethanol because it is being used at a discount to gasoline. Despite that, Morgan Stanley analysts said that a change in policy would set a negative precedent that would impact private sector investment decisions going forward.
