California governor mandates switch to winter-grade gasoline as prices skyrocket

In California, following supply shortages and record high gasoline prices, Governor Jerry Brown has ordered the California Air Resources Board (CARB) to transition immediately to the easier-to-make, winter-grade gasoline as soon as possible. This transition could increase supply by up to 10% and ethanol blended in gasoline acts as a gas line anti-freeze in winter. Due to economic and political pressure, many refineries have already transitioned to winter-grade, despite the usual practice of waiting until October 31.
