Kansas fuel retailer gives Big Oil the finger to take on E15

In Kansas, a second-generation fuel retailer who sold under the Phillips 66 brand for 28 years has gone on his own with his own brand, ZARCO USA, so that he could sell higher blends of ethanol. He felt that Big Oil was suppressing his ability to sell blends like E15 with their strict rules, so went independent in order to do his part in reducing future risk of oil shocks. ZARCO USA was the first retailer in the country to offer E15.
