ICCT report says changing incentives could boost cellulosic ethanol investment

In Washington, the International Council on Clean Transportation released a new report saying minor changes in federal tax incentives for cellulosic biofuels could be the key to unlocking major investment. Incentives to produce renewable electricity, rather than existing incentives that only help once a plant is producing and then only if it has tax liabilities, could help reduce risk in the market and get more production online.
