Zambia in Catch-22 in support for large-scale biofuels

In Zambia, the government is looking to develop a pricing mechanism that would support large-scale biofuels production. The situation is a bit of a Catch-22, however, because the government is waiting for large-scale production to be implemented before bringing online the pricing mechanism, but small-scale production needs the mechanism in order to expand.
