India still failing to implement 5% ethanol blend

In India, implementing the 5% ethanol blend remains a challenge due to the oil companies having only contracted 620 million liters from sugar mills, compared to the 1.05 billion liters needed. Of the contracted volume, 300 million liters remains in storage in the depots. Mills are stuck because once the volume is offered to the oil companies, they must hang on to it and not sell it elsewhere even when the process drags on for more than six months.
