Western Cape seen promoting ethanol production from low quality wine

In South Africa, Western Cape government is encouraging wine producers to turn their lower quality wines into ethanol for use in agricultural machinery rather than flooding the market with cheap product. Access to cheap wine is thought to increase violence and crime, but removing that access by using the alcohol as fuel could be a way to tackle the problem.
