Tamil Nadu sugar mills stuck with ethanol stocks and no way to get rid of them

In India, Tamil Nadu sugar mills haven’t yet received permission to offer ethanol for sale to the Oil Marketing Companies to satisfy the national 5% blending mandate, and tax rules make it uncompetitive to send the alcohol outside of the state for potable use. As a result, mills are drowning under 22.5 million liters of unsold ethanol.
