EPA looking at shifting RIN compliance to blenders rather than refiners

In Washington, the Environmental Protection Agency is analyzing the possibility of putting the burden of RFS compliance on blenders rather than refiners, at the request of several independent refiners who claim compliance is an unfair burden on those who don’t blend, but such a policy shift wouldn’t come into effect until the 2017 obligation period if approved. A separate rulemaking process apart from determining annual blending levels would have to be undertaken if the EPA decided to move forward.
