In Washington, while oil refiners are complaining about how RIN compliance is hitting their bottom lines hard, gas station owners who blend their own gasoline with ethanol are raking it in as they generate RINs and sell them to refiners, pitting the two sides of the oil industry against each other while ethanol and the future of the Renewable Fuel Standard hangs in the balance. Some gas station owners are using the windfall profits to keep prices at the pump low, keeping consumers happy.
