Consensus building over need to reform RIN trading

In Washington, consensus is building among the ethanol industry as well as the oil industry that the RIN trading aspect of the Renewable Fuel Standard needs to be reformed to ensure it remains a compliance tool rather than a speculative market, but the two sides have yet to converge on how that reform should be achieved. The American Petroleum Institute continues to believe that it is not only speculators but also EPA volumetric rulemaking, biofuel exports and other factors that impact the RIN market.
