BNSF offering discounts to get ethanol shippers to switch to safer rail cars

In New York, BNSF is trying to transition its ethanol tanker fleet to safer models faster than federal regulations are requiring, so is making a push with shippers by offering $300 per car discounts for transport in April if they use the newer, safer DOT 117 rail cars. Though railroads have until 2025 to transition their fleets to the safer cars because they were deemed to be less risky than oil tankers, the transition has been slow with the DOT 117s only representing 6% of the fleet in September.
