Brazil to bypass Congress in order to get RenovaBio online fast

In Brazil, the government plans to fast track the implementation of RenovaBio through a presidential decree rather than spend the years that it could take to get the new policy through Congress. The program is not unlike the RIN portion of the Renewable Fuel Standard in the US, where biofuel producers will issue certified emissions reductions certificates that fuel retailers must demonstrate the purchase of a certain amount by the end of every year. A secondary market on a local stock exchange will likely be the most common way for retailers to secure the CERs required.
