Think tank says only Congress can allow E15

In Washington, the Institute for Energy Research says that only Congress has the power to expand the rules for allowing oil refineries to blend 15% ethanol during the summer months, not the Environmental Protection Agency, simply because E15 doesn’t comply with the ethanol waiver clause in the Clean Air Act—only 10% ethanol blends can do that. To avoid executive overreach as the IER says was common under the Obama Administration, the Trump Administration needs to seek Congressional approval to allow the waiver to be applied to E15.
