EPA says it has the right to allow E15 without Congress

In Washington, Reuters reports that the acting administrator of the Environmental Protection Agency says it has the right to allow year-round E15 sales without having to go through Congress. He voiced his hope that the oil industry would drop its threats of a lawsuit to stop implementation of the policy that the ethanol industry and farm states have been calling for and would instead work together with the agency to reform the Renewable Fuel Standard.
