EPA looking at issuing partial hardship waivers for some of the 39 applications received in 2018

In Washington, Reuters reports that the Environmental Protection Agency has decided to compromise on the issue of hardship waivers for small oil refineries, deciding it will issue partial waivers for some of the 39 applications it received for 2018 compliance. Only once has the EPA granted a partial waiver in the past and that was more than a decade ago. The agency only just finished ruling on 2017 waiver applications, much later than its statutory requirement, but plans to comply with the end-March deadline to decide on 2018 applications.
