Gov. Bill Richardson outlines energy policy; recap of 7 other candidates

Gov. Bill Richardson outlined his energy plan yesterday in Iowa. Proposed programs and policies include: tax credits for alternative energy production, a 30 percent greenhouse gas reduction target for 2020, and a reduction of 50 percent of US dependence on foreign oil.

Other campaigns, by contrast have proposed:

Barack Obama: a cap-and-trade emissions policy and investment of $150 billion in new alternative energy technologies, and a 80% greenhouse gas emission reduction target for 2050.

Fred Thompson: reversing his position on ethanol.

John Edwards: a school bus biodiesel program, increased CAFE standards, biofuel production and infrastructure mandates and incentives, and investment in automotive and fuel technology.

John McCain: opposes government subsidies on ethanol.

Chris Dodd: favors a $50 billion corporate carbon tax, which would be used to fund alternative energy investment.

Joe Biden: would require carmakers to produce more flex-fuel vehicles and require gas stations to carry E85 ethanol.

Hillary Clinton: 10-year, $150 billion energy and climate change plan, calling for increased CAFE standards for fuel efficiency to 55 miles per gallon, reducing oil imports by 66 percent by 2030, and reducing greenhouse gas emissions by 80 percent by 2050. The plan projects that 5 million jobs would be created in the alternative energy sector as a result.
