In South Africa, a senior official in the Department of Minerals and Energy confirmed that the government is likely to review its biofuels policy and increase the proposed mandate. The 2 percent mandate with a target of 2013 did not produce a single application for an ethanol production license.Johann van der Merwe, external affairs director at the SA Sugar Association, has said that all talks regarding ethanol investments would remain on hold until the government provided a stronger mandate.
