In Bulgaria, local biofuel producers are threatening legal action against the national Customs Agency for declaring that it would impose an excise tax on pure biofuels commencing this month. The Bulgarian government had imposed the tax in a belief that the incentive is illegal under new European Commission rules. The national government has not yet sought a clarification because it has not yet completed a complex package that must be submitted to the EC; in the interim, the government removed an excise tax exemption. The Bulgarian National Biofuels Association in Sofia said that the excise tax will put them out of business.
