In India, prime minister Dr. Manmohan Singh referred the draft national biofuel policy back to a Group of Ministers committee headed by Sharad Pawar, after warning that the new policy may fail because it has not allowed for demonstration plant to test the feasibility of proposed technical paths for biofuel production. The Group of Ministers committee had considered and rejected a “demonstration plant” period, and had pushed for the rapid development of commercial-scale plants.
