In the UK, the Tyndall Centre for Climate Change Research at Manchester University published research concluding that the EU’s Emissions Trading Scheme for aviation would only have substantial impact if the Scheme included an early “baseline year” for emissions, and included either more stringent caps or higher carbon prices. The Centre’s study projected that aviation emissions would increase by 7 percent annually (in keeping with annual trends since 1993) unless stringent caps were imposed, and said that it foresaw only limited opportunities to increase fuel efficiency.
