In Washington, the GAO released a report that found that the EU Emissions Trading Scheme and Kyoto Protocol had created a functioning market for CO2 allowances, but had not had a discernible retarding effect on the growth of carbon emissions. The GAO report, requested by Rep. Joe L. Barton (R-Tex.), was released as global negotiators are gathered at the UN Climate Change meeting in Poznan, Poland. The report identified what it termed an “uncertain impact” on emissions. The report can be downloaded here.
