In Washington, Senator Barbara Boxer of California said that climate change legislation would come “in weeks, not months” and said that her Senate Environment and Public Works Committee is “ready to go.” Boxer’s carbon cap legislation reached the floor of the Senate last year but was killed by procedural blocks from opponents. Boxer said that the new legislation would not exactly mirror last year’s legislation, but said that a bill would move to the Senate floor this year and would limit carbon emissions from power plants and vehicles.
