The European Union has issued a directive requiring member states to pass legislation mandating the entry of aviation into the Emissions Trading Scheme (ETS) before 2 February 2010. According to the directive, aircraft operators flying to, from or within Europe will submit emissions monitoring plans to the European Commission, and that companies operating an average of more than one flight per day from a member state airport would be covered by the regulations. The directive set the ETS emissions cap at a baseline of the average emissions for 2004-06, despite an increase in airline traffic of 7.3 percent in 2007.
