Four DOE, USDA and Treasury biofuels financing programs
Here’s a recap of four major funding programs offered by the US Department of Energy, the Department of Agriculture and the Treasury Department:
1. The DOE has announced up to $30 Billion in directly funded loan guarantees, under the section 1705 loan guarantee program, for demonstration projects using commercially proven technologies in alternative energy. There are six 45-day application windows in all. Details here.
2. The USDA has announced $1.7 billion in guaranteed loans through the Rural Development Business and Industry Guaranteed Loan program, provided under the stimulus bill. USDA will accept applications through Sept. 15, 2010, or until all funds are gone. Details here.
3. The USDA Farm Service Agency announced matching payments for the collection, harvest, and storage (CHST) of biomass to conversion facilities under the Biomass Crop Assistance Program (BCAP). This program, established by the Food, Conservation, and Energy Act of 2008, provides payments at $1 for $1 per dry-ton equivalent, capped at $45 per dry-ton equivalent. Details here.
4. The DOE and the U.S. Department of the Treasury announced $3 billion in direct payments in lieu of tax credits that will be made available to biomass energy production facilities, as part of the stimulus bill. The funding makes direct payments to companies that place in service renewable energy facilities beginning January 1, 2009. Details here.
