In France, a study published by the French energy agency Ademe. found that biofuels made from oilseeds and grains achieve a 60-80 percent emissions reduction, compared to a a 35 percent target set by the EU for 2010. The study excluded land-use change impact from the study, and said that results varied widely based on the feedstock, with a reduction of 35 percent from wheat and up to 80 percent from sugar cane.
The report said that ETBE, a mix of ethanol and isobutylene, showed much lower emission reduction.
