US: 193 ethanol plants, or 209? RFA, EIA disagree

In Washington, the Energy Information Agency says that as of Jan. 1, the US had 193 ethanol plants with installed capacity of 14.2 billion gallons while the RFA says that as of Nov. 16, there were 209 plants with installed capacity of 14.7 billion gallons but were currently producing 14.2 billion gallons.
