“Grow it Here, Make it Here”: first look at landmark bio-based products bill

In Washington, Senator Debbie Stabenow of Michigan is expected to present her “Grow it Here, Make it Here” bill today to support the development of bio-based renewable chemicals.

The Stabenow Act would amend the Farm Security and Rural Investment Act of 2002 to promote biobased manufacturing. Specifically, the bill is expected to amend the definition of biomass conversion facility to include facilities that convert or propose to convert renewable biomass into renewable chemical; amend the definition of biorefinery to include facilities that convert renewable biomass into renewable chemical; amend the definition of intermediate ingredient or feedstock to include renewable chemical; and define renewable chemical as, “a monomer, polymer, plastic, or formulated product produced from renewable biomass.

The Act is also expected to support expansion of the Biobased Markets Program, including outreach, educational, and promotional activities of biobased products.
