EU sets 5.5% cap for food-based biofuels

In the EU, Parliament members set a 5.5% cap for fuels made from food crops, and decided to include emissions arising from indirect land use change in measurement. This cap, set by the Environment Committee, is designed to accelerate the development of second-generation biofuels. Original propositions had the cap at 5%, but was raised after the EU Industry Research, and Energy Committee recommended that the number be raised to 6.5%. Critics have raised concerns that this change, which will rule out 80% of EU biofuels, may prevent the EU from meeting its goal of using 10% green energy in transportation by 2020.
