EPA waives 2013 RFS for refinery after heavy lobbying

In Washington, the EPA granted a single small refinery/small refiner waiver to the 2013 RFS blending mandate to Alon Energy’s Krotz Springs facility in Louisiana. According to the Wall Street Journal, four refineries applied for the waver because they were under 155,000 barrels per day, some of them far lower. But the Krotz Springs facility, who qualifies on a single-refinery basis, is part of a listed company whose total production is 215,000 barrels a day. The WSJ found that Alon Energy paid $60,000 in the second quarter of 2013 to the Manatt, Phelps & Phillips lobbying firm in Washington, the same quarter it applied for the waiver, while it hadn’t reported lobbying expenses previously.
