US Navy approves biofuels MILSPECS, opens Pacific fuel buy

From Washington, the Navy’s Director of Operational Energy, Chris Tindal, advises the Digest:

“As of two weeks ago, the Navy has fully approved MILSPECs for JP-5, JP-8, and F-76 for the F-T and HEFA pathways.  As you may know, DLA – Energy will be adding these biofuel annexes into our two upcoming domestic bulk fuel solicitations for the Inland/ East/ Gulf Coast and Rocky Mountain/ West Coast coming out this summer and this winter, respectively.

“Additionally, DLA – Energy will be amending the other two bulk fuel solicitations, which they use to buy fuel throughout the rest of the world – the Atlantic/ Europe/ Mediterranean and Western Pacific contracts.

“Even Greater News: As of yesterday afternoon, DLA – Energy has amended the current Western Pacific bulk fuel solicitation that is still OPEN, and closes on May 28, 2014.  (I’m sorry that we are only getting the word out to you with only one week from the closing date.)  Award will be this fall, and fuel delivery will be for the period of 1 January 2015 – 31 December 2015.”

Note: Since the Western Pacific is an OCONUS solicitation, no Commodity Credit Corporation (CCC) monies can be used to buy down feedstocks, and therefore, all proposals will need to be cost competitive with fossil fuels.
