CBO sees RFS compliance becoming increasingly more difficult

In Washington, the Congressional Budget Office has released a report saying it could become increasingly difficult to comply with the RFS because of the conflicting goals of keeping reducing the burden of RFS compliance while encouraging the development of advanced biofuels. The CBO has outlined three options for compliance with the RFS in a case year, in this case 2017, in hopes of finding middle ground, though admits that making higher blends available could be a good start.
