DOT pipeline rules amended to include ethanol as a hazardous substance

In Washington, the Department of Transportation’s Pipeline and Hazardous Materials Safety Administration has added ethanol to its definition of hazardous liquid as part of a the final rule amending pipeline safety regulations that was published in the Federal Register.

The administration said in the final rule, “PHMSA noted in the policy statement that the demand for biofuels was projected to increase as a result of several federal energy policy initiatives, which would result in greater use of pipelines for transporting biofuels.” PHMSA also noted that biofuels such as ethanol are substances that “may pose an unreasonable risk to life or property” according to 49 U.S.C. 60101(a)(4)(B), and as such these materials are considered “hazardous liquids for purposes of the pipeline safety laws and regulations.”
