In India, sugar mills still are having difficulties supplying sufficient ethanol to oil marketing companies to comply with the E10 blending mandate despite several policies to facilitate ethanol production, availability and trade. For last year’s E5 blend, mills supplied enough ethanol for about E3 but couldn’t reach E5, at just 680 million liters. Though mills are likely to boost production in order to achieve E5, lack of financing available to mills due to many years of poor returns in a surplus market means it will be impossible to achieve E10.
