NTSB says ethanol rail tanker upgrades could take until 2029

In Montana, the National Transportation Safety Board says it could take up to 15 years for the ageing national rail fleet to be upgraded to safety standards being demanded for transport of ethanol and fossil fuels. Without mandates for upgrades, the transition will take place much slower as market conditions dictate. Only about 20% of the rail fleet currently complies with new safety rules with the remainder only required to be transitioned out by 2029, though some could be retired from service well before then.
