Ringneck Energy asks city to fill funding gap with tax-free municipal bond

In South Dakota, despite having all of its regulatory permissions in place, Ringneck Energy is still short of the $70 million needed to start construction of its planned $150 million ethanol plant and as such as asked the City of Onida to launch a $15 million to $20 million tax-free municipal bond to help fill the funding gap. The city is set to hold a special hearing on October 24 to discuss the potential issuance of the bonds.
