Carl Icahn says refiners ma find a way to change the point of obligation through litigation

In Washington, although Carl Icahn has resigned as an advisor to President Trump, he still believes that oil refining industry will continue to push for a change in the point of obligation under the Renewable Fuel Standard, the policy shift he was known for pushing within the Administration and for which he had been criticized because his company CVR Refining may have profited from shorting the RIN market. Lawsuits such as those filed by the Small Retailers Coalition in northern Texas on Monday while the rest of the state was reeling from Hurricane Harvey are examples of the tools the industry could use to force the Environmental Protection Agency’s hand.
