Chinese independent refiners looking to implement E10 early

In China, Reuters reports that three independent refiners are jumping into the ethanol blending game ahead of the government’s E10 blending mandate set to begin in 2020. Shandong Wonfull Petrochemical Group and Henan Fengli Petrochemical Co have applied for permission to blend while Dongming Petrochemical plans to begin importing ethanol through its trading arm, but is also considering building its own ethanol plant. Wonfull has already installed blending equipment in order to be ready for the mandate and has made a deal with Chinaoil to buy imported ethanol. Shandong Haike is exploring the idea of blending E10 early but has yet to make a decision. COFCO says it will boost its ethanol production in northern areas to take advantage of future demand from independent refiners.
