ABFA says EPA changed rules for granting hardship waivers

In Washington, Reuters reports that the Advanced Biofuels Association has filed documents in federal court in Washington alleging that the Environmental Protection Agency reduced the threshold to grant hardship waivers to smaller refiners under the Renewable Fuel Standard which made way for billions of gallons in lost demand while oil companies profited from lower obligations and lower RIN prices when demand fell. The court documents say the EPA stopped looking at whether complying with RIN obligations would threaten a business’s competitiveness and its ability to make money and instead looked at “disproportionate” impact.
