California law coming into effect requiring food waste conversion to bioenergy and use

In California, the Christian Science Monitor reports that SB 1382, passed in 2016, comes into effect on January 1 that requires cities and counties to not only divert organic waste from landfills but that it must be used for composting or bioenergy production. The law also requires those government entities to then use that energy themselves in government vehicles or give away the compost, like using it on public lands, for example. The idea is to significantly reduce the amount of methane produced in the state to help slow the impacts of climate change.
