Peruvian biodiesel supplier under investigation for corruption stopped delivering in mid-February

In Peru, La Republica newspaper reports Heaven Petroleum Operators (HPO) company, led by Samir Abudayeh, who registered several visits to the Government Palace and won a $74 million tender after meeting with President Pedro Castillo in October 2021, stopped delivering the biodiesel product as of February 16, 2022.

According to a report issued by Panorama last Sunday, the company has not been fulfilling the contract with the state-owned company Petroperú for the previous 32 days, currently in crisis due to allegations of corruption within the institution and the recent resignation of its general manager, Hugo Chávez Arévalo.

Documents, notarial letters and reports obtained by Panorama revealed that the Conchán, Callao and Mollendo plants “have warned that B100 deliveries were stopped without prior notice, without any communication, without apparent explanation and without having sent a new delivery schedule”.
