In Washington, Platts reports that increased ethanol demand as a result of year-round E15 is expected to be slow with the real growth starting in 2020 when fueling stations implement the infrastructure the will allow for the higher blend year-round. It appears that many stations did not expect the Environmental Protection Agency to get the rule in place in time for summer driving season so didn’t undertake the necessary investments to get ready for the switch.
