Regulators investigating if Phillips 66 had required permits for Rodeo refinery conversion

In California, Reuters reports that a letter it saw from the Bay Area Air Quality Management District said the agency was investigating whether Phillips 66 had gone ahead and begun retrofitting its Rodeo refinery for renewable diesel, renewable gasoline and sustainable aviation fuel without first having the required permits. The investigation comes on the back of a complaint by the Natural Resources Defense Council that additional hydrogen required to produce the fuels produced additional emissions.
