Only a fraction of D5 mandate produced leaving D4 RINs the only option for 2016

In Texas, refiners may be in a pinch to comply with the Renewable Fuel Standard’s 2016 mandate for non-biodiesel advanced biofuels because only 75 million gallons have been produced and 530 million D5 RINs are required for compliance. As Brazil’s sugarcane industry focuses on sugar production rather than ethanol, imports have shrunk considerably so using RINs associated from those imports as has been done in the past. Only 31.727 million gallons were imported through September. Parties will then have to source D4 RINs to comply, which Platts says shouldn’t be a problem because there will likely be 1.5 billion more D4 RINs produced than required.
