BP Biofuels is a leading global biofuels player, with a breadth of investment that is unique in terms of both its scale and its reach. Since 2006, BP has announced investments of more than $2 billion in biofuels research, development and operations, and has production facilities operating or in the planning/construction phases in Brazil and Europe.

In Brazil, the company has have assets (BP-operated and joint venture assets) producing ethanol from sugar cane today. We were the first international oil company to invest in this industry. BP also has a cellulosic biofuels demonstration facility, producing cellulosic ethanol in Louisiana and a purpose-built R&D facility in San Diego, California, where bioscientists are advancing the technology advancing the technology to commercialize cellulosic biofuels.

BP owns a large portfolio of intellectual property rights throughout the cellulosic biofuels value chain, encompassing proprietary conversion technology.

A BP joint venture, Butamax Advanced Biofuels, is developing the advanced biofuel biobutanol and commissioning a technology demonstration facility in the UK. Also in the UK, in partnership with AB Sugar and DuPont, BP is constructing a 110 million gallon per year wheat-to-ethanol facility. In addition, BP has invested $500 million over 10 years in the Energy Bioscience Institute (EBI), at which biotechnologists are investigating applications of biotechnology to energy.

BP is one of the world’s largest energy companies, providing its customers with fuel for transportation, energy for heat and light, retail services and petrochemicals products for everyday items. It is the largest oil and gas producer in the US and one of the largest refiners. BP also has a global network of around 22,000 service stations. BP blended and distributed more than 1 billion gallons of ethanol in 2008.

The Situation

Last March, BP CEO Phil New attempted to turn the industry’s attention towards “the hard yards” of operational excellence, saying that “it is arguable that the time to talk of game-changing inventions in biofuels is largely behind us – at least for this phase of our history.”
“Margins are tight,” New observed, “high feedstock prices, overcapacity as the blend wall bites, depressed sugar and power prices; all part of an economic context which remains very challenging.”

The speech was received by some observers as pessimistic, by others as a liberal if not universally wanted dose of realism.
In talking with the Digest after the speech, New was quick to emphasize the collaboration that he sees beginning across the value chain. “It’s time to get real and be grounded, but RINs really are providing incentive to collaboration. If the producers and blenders choose to collaborate, there are now powerful incentives for finding creative ways around the blend wall, and less value in a stand-off.”

There has been a stand-off, New observed in the US, as the industries have engaged in what has largely been a debate over “how to” implement renewables targets. “In Brazil,” he said, “there’s less talk about grand expansion and more now on consolidation and making the industry work better. In the EU, it’s a shrill debate driven by NGOs largely around sustainability concerns, with the resulting regulatory uncertainties.
BP Biofuels ambitions – especially given the attractive prices for acquiring technologies from distressed companies?. For now, New said, “We are focused on the knitting. We have the assets now in place, the key technologies are now becoming commercial. It will be better for us to have fewer distractions. For now, we plan to do the simple things well

In July 2013, Bloomberg reported that BP and Shell were set to cut back as biofuel investments hit a seven-year low. Global investment in biofuel production has shrunk to $57 million in Q1, the lowest since 2006, according to their data. “Progress in deploying these technologies has been slower than many had anticipated and what’s needed to keep on track with our aspirations,” Maria van der Hoeven, executive director of the International Energy Agency, said in an e-mailed response to questions. “Many potential producers have found it difficult to secure the capital they need.”

When operating next year, it will produce one-third of the UK’s requirement for ethanol under the UK’s renewable transport fuel obligation (RTFO). Once the technology has been proven at scale, the partners will look to convert the plant to produce biobutanol.
– BP is collaborating with DSM to advance technology for the conversion of sugars into biodiesel. The technology will convert sugars derived from biomass feedstocks (such as sugar cane or dedicated energy grasses) into diesel fuel molecules.

– BP has committed $500 million over 10 years into the Energy Biosciences Institute – working with the University of California Berkeley and its partners, the University of Illinois, Urbana Champaign and the Lawrence Berkeley National Laboratory. The institute is exploring ways in which biosciences can be applied to produce new, cleaner energy fuels, including advanced biofuels.

Past Milestones

• Development of lignocellulosic biofuels:
o Acquired biofuels operations from Verenium Corporation in 2010, including IP, R&D facility in San Diego and a demonstration facility in Louisiana. Also became 100% owners of commercial project in Florida.

• Sugar-to-diesel technology:
Joint development agreement (JDA) between BP and Martek Biosciences Corporation announced August 2009. JDA will establish proof of concept for large-scale, cost effective microbial biodiesel production through fermentation, from biomass feedstocks.

In November 2013, BP announced a new technology, Hummingbird, that directly converts ethanol to ethylene through dehydration. Hummingbird is a newly developed proprietary process by which ethanol is dehydrated to produce ethylene. BP states that the new technology is lower cost and simpler compared to existing ethanol to ethylene technologies.

“Hummingbird is a next generation technology, clearly differentiated from the competition,” said Charles Cameron, BP’s Head of Technology, Downstream. “The Hummingbird process with its proprietary catalyst and its milder operating conditions is ultra-selective, resulting in a market leading conversion of ethanol to ethylene.

In June, BP said it was directing advanced biofuel funding back into the United States and South America as EU’s regulatory environment continues to look uncertain for the future, said Phil New, head of BP Biofuels. With the EU’s concerns about Indirect Land Use Change and climate change, questions continue to be raised about the environmental implications of biofuels, which is not desirable for investment from companies like BP. “There are other places in the world that appear to be more attractive places to invest,” New said, noting BP was developing its technology predominately in the United States and was looking at several options on where to invest, including Brazil.

In January 2013, BP Biofuels said it would invest $345m at Usina Tropical in Edeia to refurbish a distillery into a flexible, state-of-the-art ethanol and sugar production facility. Depending on prices, the production split will be 40-60% for either ethanol or sugar, compared to the typical 45-55%. The project will create 7,600 direct and indirect jobs by 2014 with an annual production of 500m liters. The plant will also cogenerate electricity from waste and sugarcane bagasse with an estimated 340 GWh to be sold to the national power grid.
