Uttar Pradesh mills not able to participate in ethanol tender due to bureaucracy

In India, Uttar Pradesh mills are suffering from bureaucratic hurdles that are keeping them from freely supplying ethanol to oil marketing companies under the recently announced supply tender. Mills must ask permission from excise authorities when seeking to sell molasses or molasses-based products such as ethanol because the state has a priority to supply country liquor before other markets, meaning delays to supplying to OMCs that lead to penalties.
