Indian mills can only supply 60% of blending mandate but still only offered half of that

In India, the Business Standard newspaper reports that Indian mills can only supply 60% of the ethanol required annually for the 5% blending mandate, around 3.55 billion liters compared to 5.11 billion liters required by oil marketing companies for blending in 2019/20. But even so, because of expectations of better prices elsewhere along with lower ethanol production on the back of smaller sugar production last season, only 1.63 billion liters were tendered during the first tender of the season, 13% less than last year.
